Why the chemical weapon 'red line' for Syria?

Syrian President Bashar Assad has killed over 40,000 of his own citizens during months-long unrest in the Middle Eastern nation.

So why has President Barack Obama drawn a "red line" at chemical weapon use in Syria? Why can Assad use conventional weapons to kill as many Syrians as he wants, but using chemical weapons crosses the line?
