Paul Ryan budget assumes 'Obamacare' repeal, balances budget in 10 years

Rep. Paul Ryan, R-Wis., will propose a 2013 budget this week that would start the federal government on a path to balance the budget in 10 years.

Ryan's plan would include a repeal, this year, of the Affordable Care Act, called "Obamacare." The ACA was upheld by the Supreme Court last year, and is unlikely to be repealed by Democrats, who control the Senate. President Barack Obama would also have to sign a bill repealing the law.

Ryan said the budget can be balanced by stopping the planned expansion of Medicaid, the health care funding for the poor.

Asked why he would propose a budget based on a repeal that is unlikely to happen, Ryan said he believes the health care model "should" be repealed.
