Interior Secretary Ken Salazar called it “a call to action.” But a recently released federal study may be a few steps beyond just that.

The study, put out by the Bureau of Reclamation, says climate change, drought and population growth across the West will put massive strain on the already-taxed Colorado River.

And some of the study’s recommended solutions were immediately dismissed out of hand by Salazar’s department — ideas like towing an iceberg to Southern California or building a pipeline west from the Mississippi.
